WhatsApp Business API pricing in India, the UAE and the USA, with sample bills
What Meta charges per message after the October 2026 changes, what is still free, and what a real month costs for an online store in India, a property brokerage in Dubai and a home services company in the USA. Recalculated every time Meta's rates change.
How WhatsApp API billing works
Since July 1, 2025, Meta charges for the WhatsApp Business Platform per message, not per conversation. You pay only when a message from your business is delivered; messages from customers to you are free (Meta). Every message you send falls into one of five categories:
- Marketing templates: offers, announcements, product news, re-engagement. Anything promotional, including a message that mixes an order update with a discount code.
- Utility templates: updates about something the customer started, such as an order confirmation, a delivery update or a reminder for a booked appointment. They must contain no promotional content.
- Authentication templates: one-time passwords for login or verification.
- Service messages: free-form replies, written by a person or by your own AI agent, sent within 24 hours of the customer's last message. Each customer message reopens that 24-hour customer service window.
- Meta Business Agent messages: replies written by Meta's own AI agent, added on July 1, 2026 and charged by AI usage at US$2.00 per million tokens, which Meta estimates at about 4 to 5 US cents a message.
A template is a message format Meta has approved in advance, and it is the only kind you can send to someone who has not messaged you in the last 24 hours. The price of each message is set by the recipient's country calling code and the message's category. Utility and authentication rates fall in volume tiers once a business sends enough of them in a month, and Meta may change prices only on the first day of a quarter.
The October 2026 change. Until September 30, 2026, replies inside the 24-hour window were free, and so were utility templates sent while that window was open. From October 1, 2026, Meta charges for service replies again after a free tier of 1,000 per business phone number each month, and utility templates are charged wherever they are sent. If your account has no payment method in Meta's Billing Hub, Meta stops delivering service replies once the free tier is used up, which for a support team means customers stop hearing back.
What is still free
| Message | Charged? |
|---|---|
| Messages from customers to your business | Free |
| Your first 1,000 service replies each month, per business phone number | Free |
| Any marketing, utility, authentication or service message in a free entry point window: up to 7 days after a customer reaches you from a Click-to-WhatsApp ad on the Android or iOS app, if you reply within 24 hours | Free |
| Service replies beyond the free 1,000 | Charged at the service rate |
| Marketing, utility and authentication templates, including utility templates sent while a chat is open | Charged per delivered message |
| Meta Business Agent replies, even inside a free entry point window | Charged per token |
How far 1,000 free replies go depends on how your team writes. At three replies a conversation, they cover about 333 conversations a month; at six, about 166. A small business answering a few dozen chats a day will stay close to free. A busy support desk will not, but as the examples below show, replies are still a small part of most bills.
The rates in India, the UAE and the USA
Per delivered message, at the base volume tier, from Meta's rate files effective October 1, 2026 (checked 13 Oct 2026). Meta bills Indian businesses in rupees and offers dirham billing in the UAE; the US rate is in dollars.
| Recipient country | Marketing | Utility | Authentication | Service reply |
|---|---|---|---|---|
| India | ₹0.8631 $0.0118 | ₹0.115 $0.0014 | ₹0.115 $0.0014 | ₹0.115 $0.0014 |
| United Arab Emirates | AED 0.2115 $0.0576 | AED 0.0576 $0.0157 | AED 0.0576 $0.0157 | AED 0.0576 $0.0157 |
| USA and Canada (North America) | $0.025 $0.025 | $0.0034 $0.0034 | $0.0034 $0.0034 | $0.0034 $0.0034 |
Grey figures are Meta's own US dollar rate for the same market, for businesses billed in dollars. India also has a higher authentication-international rate (₹2.4971) that applies to some businesses outside India sending one-time passwords to Indian numbers; Meta's pricing documentation explains who qualifies.
Selling in Tanzania? Meta groups Tanzania with 39 other countries under its “Rest of Africa” rates, billed in US dollars: $0.0225 per marketing message and $0.004 per utility, authentication or service message. The calculator includes it, and our Tanzania page covers the rest.
One number stands out. In India, a marketing message costs about 7.5 times as much as a utility message. That gap decides most Indian WhatsApp bills, as the first example shows.
Three sample monthly bills
These are typical message patterns for three kinds of business we build WhatsApp agents for, priced at Meta's base rates for one business number. They are estimates, not quotes: your volumes, opt-in list size and template categories will differ. Run your own numbers in the WhatsApp API cost calculator.
India: an online store with 3,000 orders a month
A D2C brand on one WhatsApp number that confirms every order, sends shipping updates, uses WhatsApp one-time passwords for login, answers customer questions and sends four offers a month to 5,000 customers who opted in.
| Messages | Category | Count | Charged | Rate | Cost |
|---|---|---|---|---|---|
| Order confirmations 1 per order | Utility | 3,000 | 3,000 | ₹0.115 | ₹345.00 |
| Shipping and delivery updates 2 per order | Utility | 6,000 | 6,000 | ₹0.115 | ₹690.00 |
| Login one-time passwords 1,500 logins | Authentication | 1,500 | 1,500 | ₹0.115 | ₹172.50 |
| Offers to opted-in customers 4 broadcasts to 5,000 people | Marketing | 20,000 | 20,000 | ₹0.8631 | ₹17,262.00 |
| Replies to customer questions About 800 chats, 3 replies each; first 1,000 free | Service reply | 2,500 | 1,500 | ₹0.115 | ₹172.50 |
| Meta's charge for the month | ₹18,642.00 | ||||
1,000 of 33,000 messages cost nothing. Marketing is 93% of the bill.
UAE: a Dubai property brokerage with 800 leads a month
Leads arrive from Click-to-WhatsApp ads and are qualified in the chat straight away. Each lead gets two new-listing follow-ups after the free window has closed, and booked viewings get a reminder the day before.
| Messages | Category | Count | Charged | Rate | Cost |
|---|---|---|---|---|---|
| Qualification chats with new leads About 8 messages per lead, inside the free entry point window | Free entry point window (free) | 6,400 | 0 | Free | AED 0.00 |
| New-listing follow-ups 2 per lead, after the free window | Marketing | 1,600 | 1,600 | AED 0.2115 | AED 338.40 |
| Viewing reminders 250 viewings | Utility | 250 | 250 | AED 0.0576 | AED 14.40 |
| Meta's charge for the month | AED 352.80 | ||||
6,400 of 8,250 messages cost nothing. Marketing is 96% of the bill.
USA: a home services company with 600 jobs a month
An HVAC or plumbing business on one number that confirms each booking, reminds the customer the day before, asks for feedback on that specific visit, answers questions and sends one seasonal maintenance offer a month to 2,000 past customers.
| Messages | Category | Count | Charged | Rate | Cost |
|---|---|---|---|---|---|
| Booking confirmations 1 per job | Utility | 600 | 600 | $0.0034 | $2.04 |
| Day-before reminders 1 per job | Utility | 600 | 600 | $0.0034 | $2.04 |
| Feedback request about that visit 1 per job | Utility | 600 | 600 | $0.0034 | $2.04 |
| Seasonal maintenance offer 1 broadcast to 2,000 past customers | Marketing | 2,000 | 2,000 | $0.025 | $50.00 |
| Replies to customer questions About 400 chats, 3 replies each; first 1,000 free | Service reply | 1,200 | 200 | $0.0034 | $0.68 |
| Meta's charge for the month | $56.80 | ||||
1,000 of 5,000 messages cost nothing. Marketing is 88% of the bill.
The pattern holds across all three. Replies and transactional messages are cheap, and the bill is driven by marketing broadcasts. In the Indian example, sending the four monthly offers to the 2,500 most engaged customers instead of all 5,000 would cut the bill from ₹18,642.00 to ₹10,011.00.
What Meta's price does not include
Meta's charge is only one line of the real running cost. Budget for these as well:
- Provider fees. Most WhatsApp platforms (Business Solution Providers) add a monthly subscription, a per-message markup, or both. Ask for them as separate lines from Meta's charge. We compare three of the biggest in India in Wati vs AiSensy vs Interakt.
- AI model costs, if your own AI agent writes the replies. The AI provider bills by the amount of text processed, so the cost depends on how long your conversations are. Meta's documentation compares its own agent with a third-party one, but the comparison assumes a high-complexity AI model, so check it against the model you would actually use.
- Automation and hosting, for the software that connects WhatsApp to your CRM, store or calendar, such as n8n. Compare platforms with our automation cost calculator.
- Set-up and template work: getting the business verified, writing templates that pass review in the right category, and building the flows.
Five ways to lower your bill
- Use Click-to-WhatsApp ads for new leads. If you reply within 24 hours, a free entry point window opens for up to 7 days, and every marketing, utility, authentication and service message in it is free.
- Answer completely, in fewer messages. Replies now count against a monthly free tier. One clear answer with the price, the link and the next step costs less than three partial ones, and customers prefer it.
- Segment your broadcasts. Marketing is the largest line in every example above. Send each offer to the customers likely to act on it, not to the whole list.
- Keep utility templates clean. A utility template must contain no promotional content. Add a discount code to a delivery update and it is billed as marketing; Meta also re-checks approved templates and moves miscategorized ones to marketing (Meta).
- Cap your marketing price. Businesses on Meta's Marketing Messages API can set a maximum price per marketing message, and Meta will charge that price or less (Meta).
Recent and upcoming changes
Changes that affect businesses in these three markets, from Meta's pricing documentation:
- July 1, 2025: per-message pricing replaced per-conversation pricing.
- October 1, 2025: the marketing rate in the UAE went up.
- January 1, 2026: the marketing rate in India went up, utility and authentication rates in North America went down, and Meta began billing eligible Indian businesses in rupees.
- January 15, 2026: general-purpose AI assistants were limited to countries where the law requires Meta to allow them; AI agents serving a business's own customers are unaffected (Meta).
- April 1, 2026: India's authentication-international rate went up, and the dirham (AED) became a billing currency.
- July 1, 2026: Meta Business Agent, Meta's own AI agent, became a fifth message category, charged per token.
- October 1, 2026: service replies became chargeable again after 1,000 free per business phone number each month, and utility templates are now charged inside the 24-hour window. Eligible government and non-profit organizations keep free service replies beyond the free tier until the end of 2027.
- By December 31, 2026: businesses whose billing country is India must move every WhatsApp Business Account to rupee billing. From January 1, 2027, Meta stops delivering messages from accounts that have not moved.
Meta changes prices only on the first day of a quarter, so the next possible change is on the first of January, April, July or October. We re-check this guide and the calculator against Meta's rate files every month, reading Meta's page in a browser rather than relying on copies; the date at the top shows the last check.
